Dear All EC/Secretaries/stakeholders,

Please find attached two March 2024 circulars/directives—(1) Office Memorandum from the Ministry of Personnel, Personal Grievances and Pensions and (2) from the Ministry of Youth Affairs and Sports—which are self-explanatory.

The first document clearly demarcates and specifies which body is eligible to issue what type of certificates, while the second strictly insists on Embracing Technology for Issuing Sports Certificates through DigiLocker and the state units of NSFs.

Accordingly, TTFI will be implementing both and we request the state associations to follow the guidelines on both counts. You can also circulate them among the players of your state.

You are requested to please take note of the specific timelines given for the implementation of Digilocker to the NSFs and State Associations, respectively.
